Ingredients

Scale

Dough

  • 3 ½ cups all-purpose flour
  • ¼ cup granulated sugar
  • 1 packet (2 ¼ tsp) active dry yeast
  • ¾ cup warm milk
  • ¼ cup unsalted butter, melted
  • 1 large egg
  • ½ tsp salt
  • Blue food coloring (gel recommended for brightness)

Cinnamon Filling

  • ½ cup brown sugar
  • 2 tbsp ground cinnamon
  • ¼ cup softened butter

Blue Frosting

  • 1 cup powdered sugar
  • 4 oz cream cheese, softened
  • 2 tbsp butter, softened
  • 1 tsp vanilla extract
  • Blue food coloring

Topping

  • Crushed chocolate chip cookies
  • Mini chocolate chips

Instructions

  1. Activate the yeast: In a bowl, combine warm milk, active dry yeast, and granulated sugar. Let the mixture sit for 5 to 10 minutes until it becomes foamy, indicating the yeast is active and ready to use.
  2. Prepare the dough: Add melted butter, the egg, salt, and blue food coloring to the yeast mixture. Gradually incorporate the all-purpose flour, mixing until a soft dough forms.
  3. Knead the dough: Turn the dough onto a lightly floured surface and knead it for about 8 minutes until it becomes smooth and elastic.
  4. First rise: Place the dough in a greased bowl, cover it with a clean towel or plastic wrap, and allow it to rise in a warm place for 1 hour or until it has doubled in size.
  5. Roll the dough: After rising, roll the dough out into a rectangle about ¼ inch thick on a floured surface.
  6. Add filling: Spread the softened butter evenly over the rolled dough. Sprinkle the brown sugar and ground cinnamon mixture evenly on top.
  7. Roll and cut: Tightly roll the dough from one edge to the other to form a log. Cut the log into 9 to 12 equal-sized rolls.
  8. Second rise: Place the rolls in a greased baking dish, cover, and let them rise for another 30 minutes until puffed.
  9. Bake: Preheat your oven to 180°C (350°F). Bake the rolls for 20 to 25 minutes or until they turn golden brown.
  10. Prepare frosting: Beat together softened cream cheese, butter, powdered sugar, vanilla extract, and blue food coloring until smooth and creamy.
  11. Decorate: Spread the blue frosting over the warm cinnamon rolls. Sprinkle crushed chocolate chip cookies and mini chocolate chips on top to finish the Cookie Monster look.

Notes

  • Use gel food coloring for a brighter, more vibrant blue color without thinning the dough.
  • Be careful not to overheat the milk to avoid killing the yeast; warmth should be gentle to the touch.
  • Allow the rolls to cool slightly before frosting to prevent the frosting from melting too much.
  • Add crushed chocolate chip cookies for authentic Cookie Monster-inspired toppings and texture.
